THE METHODOLOGY OF CONDUCTING A RATING ASSESSMENT OF CITIES TO DETERMINE THE FEASIBILITY OF LOCATING POLYGON LEVEL TRANSPORTATION CONTROL CENTERS

Abstract (English):
The transition to end-to-end management principles in the creation of polygon technologies entails the creation of polygon-level transportation control centers, which raises the question of determining the feasibility of their location in a particular city. The article proposes a methodology for conducting a rating assessment of cities to determine the feasibility of placing polygon-level transportation control centers in them. In accordance with the methodology, an assessment was made based on the following key indicators: the volume of total freight traffic on oads, qualitative indicators of road performance (performance analysis), functional specialization of dispatch centers for transportation management, level of education, level of material well-being, housing availability, quality of life, production resources, and labor resources. The significant factors were analyzed, calculated according to the proposed methodology and results were obtained based on production, social and operational factors. The complex calculation was carried out for cities in which dispatch transportation control centers are already located; an example of modeling is shown for the Eastern Polygon. The methodology and results of the study can be used to determine the feasibility of placing polygon-level transportation control centers on other polygons of the railway network.
